Solar Maximum During a Low Activity Solar Cycle

The current solar cycle is presently at around solar maximum when activity is supposed to be at its highest. But this solar cycle is one of the least active in history. Here are comparative hydrogen alpha and while light images of AR1654, the largest sunspot group in months to appear on the sun.
